i was looking through the emojis and noticed how there was no golf ball emoji . i believe that there should be a golf ball emoji.

There's already a golfing emoji. If it's not enough, click here, and if it hasn't already been submitted, file a proposal; Emojis are generally created by the Unicode Consortium, not Apple.
For national flags, and ones from similar organizations, they need to have an ISO-3166 code, and the device manufacturer needs to implement the flag.
