Can't upgrade to 12.5.1 -- "Cannot be downgraded" error

For reasons of other software compatibility, I want to upgrade my current OS from Monterey 12.1 to 12.5.1. Using the terminal, I can download the 12.5.1 installer using the command:

% softwareupdate --list-full-installers


However, when I try to install it, I get a message that says "This volume cannot be downgraded." (Oh, I'm doing this from Safe Mode.)


As you can see from this screenshot, I'm not downgrading. I'm running 12.1. I tried the 12.5 installer just for kicks and got the same result.


Does anyone have any ideas for how I can upgrade my OS? Could I be doing something wrong?
