Why is iTunes Canada no longer upgrading HD to 4K, and instead, making 4K movies NEW files?

For a few years, HD movies that were upgraded to 4K were being upgraded in iTunes. Now, films that are upgraded to 4K are being shown as a new purchase needed. For example, National Lampoon's Christmas Vacation, and Scream (1996) are now 4K but the older HD files aren't being upgraded. Anyone else seeing this?
