Speech controller glitch or nah?

I can’t turn the speech controller off fully. I’ve walked through all the steps. Settings>accessibility>spoken content> speech controller> off. But it still stays on my screen. More opaque than when it’s on but it’s slightly annoying. I only use it every now and again so I’ll turn it off after using. It didn’t start doing this until after the last update, IOS 16.1. My phone is a few years old. It’s an XR. Anyone else run into this issue? Is it a software glitch?

It would be better if you can please re-post with a screenshot, in order to understand the phenomenon better. Images/pictures speak louder than words.
