If i upgrade my apple plan (iCloud, games, music) in the middle of the cycle, do I pay full price if I just paid for the old plan?

What will happen is that you will be charged for a full months service on the new plan and then you will be refunded for the balance of the cycle remaining on your old plan. Your new 30 day cycle begins with your new plan.
