iMessage vs SMS

What causes an iMessage to be sent as SMS? If the recipient’s phone is powered off or dead battery will that do it?

iPhone 7 Plus, iOS 15

No it is not, if you have send as SMS turned on then your phone will try to send it as an iMessage but if it determines that on the recipients phone they do not have WiFi or cell data available but they have cell voice it will send it as an SMS.
