See Import music from a computer to Music on Mac - Apple Support or Import media from a computer to iTunes on PC - Apple Support. These help you import media into an existing library. Or see Move your iTunes library to a new computer - Apple Community if you want to recover ratings, play counts, playlists, etc. from your previous library.
