SuperDuper from ShirtPocket, but they all have the same issues with recent OS's. SD claims it can make a clone of Ventura.
IMHO, CarbonCopyCloner is the best of the lot and has the best developers & support.
If your question pertains to the ability to make bootable clones of Mac system drives, all such utilities have the same issues with the changes Apple has made to macOS, especially regarding the SSV that made its advent in Big Sur. That, and the fact that on Apple Silicon Macs, you cannot boot from an external drive if the internal drive has failed.
If you want an external, bootable, drive, all the recommendations I have seen say to do a fresh install of macOS on the external drive (not clone the internal drive.)
AFAIK, all of the recent apps from all third-party providers are based on the Apple command-line asr tool, and everybody has been having some issues with cloning bootable signed volumes.

As long as you do a complete fresh copy, then use an incremental copy for your updates.
