When I go to music.apple.com, none of my playlists show up that are on my iPhone

Looking at the Sync Library article, Use Sync Library to access your music library across your devices - Apple Support, it mentions that playlists will sync to other devices with the Apple Music app.

If you subscribe to Apple Music, you can access your music library, including your playlists, on any device that has the Apple Music app and signed in with the same Apple ID that you use with your Apple Music subscription.

Apple Music on the web is a different subscription. You can access your music library, however it doesn't mention playlists in the above article.

Access your music library on other devices

After you turn on Sync Library on your Mac, PC, iPhone, or iPad, you can access your music library on any device that has the Apple Music app. Just make sure that your device is signed in with the same Apple ID that you use with your Apple Music subscription. You can also access your music library on music.apple.com.

If you want your playlists on another device, you can use iTunes or the Apple Music app, as long as you sign in with the same Apple ID. iTunes would be for use on a PC or older Mac, which doesn't have the Apple Music app.
