How can I change my USA account to my country to where I live now? And I can’t purchase anything or use the method of payment thru Apple Account cause it’s locked to My USA address?

I’m trying to change my USA account to my country where I moved back and Lived for the past 8 years now and could not use my Apple account cause my method of payment is still locked under my Old Address
