If you are certain these are actual requests from Apple, (and not phishing by criminals), You may need to contact Apple support for more help:

system preferences > iCloud (or on more recent MacOS):
System preferences > Apple-ID
check that every Apple-ID seen there is in good standing, and none are showing errors or need their password entered again or something similar.
consider completing logging in to iCloud and agree to the terms and conditions.
if you choose not to use iCloud, then nothing is lost by agreeing to the terms.
agreed 100 times already keep popping same and same sign every few minutes
