If I change my Apple ID password on my IPhone, will it be recognized when Apple TV requests the password? Currently it does not. Will the password be recognized across all my devices? Is it better to change it on my computer first?

Yes. How fast? Usually by the time you’ve finished changing the password. At most, sign out of the recalcitrant device and back in again, if something gets stuck.
