My App Store is not downloading my apps

the circle is just spinning. I’ve tried logging out then logging back in still not working

iPad downloads For no apparent reason I can no longer open apps on my IPad I was using just two weeks ago. Things like Netflix, Pandora and New York Times won’t open. A message pops up that the download can’t complete and try again later. The only one that opens is Apple TV.

Device or computer? Have you tried a restart? Tried using a different WiFi network?
