What are the most Apple recommended devices for PWM sensitive people?
I have heard that the MacBook Air M2 is PWM free, so as the iPhone 11.

I have problem with pwm from OLED screens. Unfortunately all apple's phone from the 11 Pro onward all uses OLED screens. Currently, the only iphone you can buy at apple is the iPhone SE 3 because it's still uses LCD and I have no problem at all using it. The only problem is the small screen.
As for macbook. I've been using macbook air M1 sometimes for hours each day and have no problem at all. I believe it's because of the flickering frequency.
For example, iphone 12-14 have pwm flicker at between 226Hz - 500Hz. The new iPhone 14 flickers at a low 240Hz. The lower the flickering rate, the higher the chance your eyes will be affected.
The MacbookAir M1 flickering rate is... 118 000 Hz!

With the exception of iPhone SE 3, all iPhones from 11 Pro to the current 14 Pro Max all use OLED displays. The problem with OLED is the pwm. People with sensitive eyes are affected by this pmw. It's not the refresh rates of the screens. It's a different thing.
I am one of those people with sensitive eyes and unable to use OLED screens. Been testing different phones from different brands and the results are all the same but different in severity.
From eyes twitching, tired eyes, to even the worse case I've experienced is dizziness (very slight) while stopping at a red light after testing out the new iPhones in the store.
So for a small group of people, including myself and OP, it's a real thing and it's unsafe.
The only option at the moment is the iPhone SE 3.
iPhone 11 (non Pro) has no PWM (hence why I use it also) so if you can get your hands on one then I’d highly recommend!
The top end phones tend to have higher refresh rates if you preserve the settings for all occasions.
If you still have sensitivity to the higher rates then the options are indeed small.
The devices are however safe.
