Lost iPhone - no SIM or internet

I recently lost my iPhone, specifically on October 31. I was walking on the street and it fell out of my pocket without me realizing it. And to make things worse, it was on a street that I do not know. It has no SIM card installed, no data, no service, and no internet connection to it. I've been looking on Find My often and it would say it moved this morning or at a specific time this day but it would stay on the same street. Is there any possible way I can find it? Should I ask the police to track it? I don't know if it has been stolen or not, because someone who was helping me find it told me that a group of guys in they're the early twenties lived nearby and maybe they took it.

There is no means to remotely track a device with no communications, or a device that has had its battery depleted or has been powered down, or has been damaged or broken up for its constituent parts.
