Apple Account Balance “declined”

Okay so, to preface, I’m a teenager and I am super bad at saving money for things I want, so I forcefully saved money by putting an amount of my paychecks into my apple account balance so I could save up for the new AirPods Pro 2nd Gen. It’s time, and I have the money, but every time I try to purchase it says my credit card was declined When I’m not even using a credit card. I even tried to put part of it on my actual card, and it still doesn’t work. It declines on the Apple Store app, the Apple.com website on mobile, and the apple.com website on my computers. Nothing works. I texted Apple Business Chat and they said multiple people have been having this issue and that customer service could help on the phone. So I call. Initially I’m transferred to a sales person, but they say that multiple people have been having the issue blah blah blah and customer service can help. They transfer me to customer service and customer service acts like they have no clue about the problem and they tell me to just wait and try later. I have and still nothing. I can use my apple balance to buy apps and pay for subscriptions but not for the AirPods. Attached are screenshots.
