Cannot untick privacy check box in Photos app on Mac

I upgraded to MacOS Ventura 13.0. Now my photos app has a check mark next to Privacy: Use password (Photos>Settings>General). 2 of my folders are now locked (I can see padlock icon). I cannot uncheck the box, and the screen where it asks for passcode is greyed out. (I don't even use a password).

How can I untick the checkbox? The items listed above it allow me to uncheck boxes.

I'm using Photos Version 8.0 (511.0.180)
