How do I remove iMessage and FaceTime from iPad?

As you can see, FaceTime can be removed, but Messages can't. To remove FaceTime:

Touch and hold the app on the Home Screen, tap Remove App, then tap Remove from Home Screen to keep it in App Library, or tap Delete App to delete it from iPad.

If you are trying to monitor or control a child's device, Screen Time may be a better approach: Use Screen Time on your iPhone, iPad, or iPod touch - Apple Support

Turn on Screen Time

1. Go to Settings > Screen Time.

2. Tap Turn On Screen Time, then tap it again.

3. Select This is My [device] or This is My Child's [device].
