Scams on App ads

I think I've been scammed when I responded to an ad that came up when using an app on my iphone. The transaction with webelam.com went through straightaway in my bank account, but I've had no confirmatory email etc. Am I able to report this ad to Apple?

Thank you so much for this information. The App is Castle solitaire by Mobilityware, but I don't think they're interested in hearing about ad complaints as on their website, as the only Contact form there is one to tick options on for would-be advertisers. They may be more interested in taking on advertisers than in the integrity of those advertisers, alas.
