Ok so,for when I want to download or
update any of my apps it’s always saying there’s a billing problem with a previous purchase.and I haven’t bought any thing or have any cards or PayPal connected to my account. So I’m not understanding my issue with this.please help if you can

If you want to make purchases or update apps, including free apps, you need to -> update your payment method or add a new one.
If you don't have any cards, you can also use your Apple ID balance as payment method: Add money to your Apple ID balance
