forgot apple passcode

my girlfriends iphone got bad and didnt come on she got a new iphone and tried loginin after many attempts the new iphone keep asking her to put in the passcode of the old iphone which she has unfortunately forgotten and the phone wont come on anymore is there anyway to fix this issue?

Is this about Passcode, or Apple ID Password ?

The Passcode should be unique to each device, whereas Apple ID is login across multiple devices.
