Hello harryjjames,

For an issue with loading Safari tabs, we'd recommend taking these steps:

  1. Quit the Safari app on your Mac. If needed: How to force an app to quit on your Mac
  2. Restart your Mac: Shut down or restart your Mac
  3. Then before you relaunch the Safari app, hold down the Shift key, then launch Safari. (This should remove the app's saved state: Prevent apps and windows from reopening on Mac)

Test out the issue opening multiple tabs in the Safari app.

Should it persist, what happens if you test this in safe mode? Safe mode should prevent some apps and processes from working, which will isolate this further for us: How to use safe mode on your Mac

Hoping to hear how it goes, take care.
