Assuming that you have installed iOS 16 on your phone.......and........you deleted the message.......after......you installed iOS 16 on the phone......and.......it has been less than 30 days since you deleted the message, you can likely recover it. Details here under "Retrieve a deleted message or conversation"

Unfortunately, if all of the conditions above are not met, then the message is gone.
