What happens when I backup my new repaired phone and delete the old backups on my old phone to create more iCloud storage? Like everything I had on the other phone is now backed up on the new iPhone what will happen if I delete the other backups? Will it delete my photos?

Deleting the old backup has no effect on the new phone.

No it will not delete your photos.
What I question is the fact that the old backup is 20.7GB and the backup for the new phone is only 3.9GB. if you restored the backup from the old phone to the new phone, the backup of the new phone should be much larger than 3.9GB.
