Does iOS optimize what Messages data is stored locally on an iPhone?

I have Messages using 27 of 64GB of iPhone local storage.


According to Settings … iPhone storage, Top Conversions is 40GB.


In Settings … iCloud storage, Messages is using 40GB of my 200GB iCloud.


Despite iOS keeping 13GB of Messages data in the cloud, I’m still running out of local storage.


How does iOS optimize what is cached locally? (In my case the 27 of 40GB)
