To create an iCloud account you will need an Apple ID to sign into iCloud. If you already have an Apple ID you can sign in on a device, or at www.icloud.com

The first time you sign in at that web address you will set up iCloud on the web.

If you don't already have an Apple ID you can follow the procedure detailed by Apple in the support document How to create a new Apple ID - Apple Support
