To reset my apple ID password it said I will get a text or call on November 9 because they need to make sure it is me, and it’s that is the day and I didn’t get anything, waiting over a week. When will I be able to reset it?

Account recovery is a two phase process once started. Phase 1 is the evaluation period, usually 24-48 hours but can be longer or shorter. This phase says Apple is evaluating your info and you’ll get an update after the posted time is over (people mistakenly think it means they’ll be able to reset the password immediately after this first phase.)
Once phase 1 is done it enters phase 2 where https://iforgot.apple.com/ will give you the final amount of days (can be weeks) you’ll wait. On that final day you’ll get a text, follow that text immediately.

Yep, you did wait both phases. What happened when you checked on your status at https://iforgot.apple.com/
Thanks. Yeah, it sounds like at some point in time during the recovery process account recovery canceled. There are multiple reasons that could cause this.
You will need to restart account recovery. Once in account recovery again do you not try to use your Apple ID in any way. Do not update apps, do not try to download new apps, don’t try to reset your password again, basically use your devices minimally for things like making calls or sending texts only.
I am still confused though because I did wait and then on the 27th I got an email saying I requested recovery on the 26th and I’ll get a text or call on the 9th and I got nothing. I’m just confused I waited, both phases I believe?
Iforgot.apple tells me to when signing into my new phone click I forgot password but doing this asks me the same info two weeks ago that because I don’t know the password fill out card, get email etc. Also, I got a notification in the middle to reset my password but it tells me to go to my other phone and follow the steps on the other phones notification, my other new phone doesn’t get notifications because it is new and not logged into, does it mean my old one (if so that is broken).
