Voice recognition don’t work after 16.1

With the release of version 16.1 of iPadOS, when you select text is no longer there the option to choose “read aloud”. A big problem for people with dyslexia.

I have turned the security setting for Speech recognition off and on again and microphone same. And rebooted my iPad. The two apps are duolingo and safari but I also tested with I message which is automatic and it doesn’t work either.

Can you train dictation in iOS 15.6.1? Way back in iOS 10, it was possible to train speech-to-text under Accessibility > Speech. That option appears to be gone or moved. Is there a way to correct dictation in iOS 15.6.1 when it persistently writes the wrong thing no matter how clearly I enunciate? Note: I am not talking about training Siri. I'm talking only about the speech-to-text function.
