When attempting to set preferences for popups in the Safari Preferences Menu, Pop-Up Windows does not appear on the left hand menu under Websites as described in the Safari User Guide. I'm on a 16" MacBook Pro running Monterey 12.6.

It will not appear until you load a website that attempts to load a popup window.
Also, "If you don’t see Pop-up Windows, be sure to scroll to the bottom of the list."
Safari Extensions and other content blockers capable of blocking pop-up windows may also be a factor, if you installed anything like that.
