How can I downgrade from watch os9 to 8 because my cousin have a iPhone 7 and a se Apple Watch that cannot be connected cause the new update is installed on the watch and needs iOS 16 or iPhone 8

Have Apple watch 4 Paired with iPhone 6 - iOS 12.4. Got new iPhone 11 at iOS 13.3. Paired watch but changed mind @ $1000 phone. Switched back but now watch won't pair because it says iphone is out of date, but 12.4 latest How can I downgrade my watch OS?
