Smoke detector alarm alert for deaf
Is there an app or feature on the apple watch than can alert deaf & hard of hearing folks to fire alarm or carbon monoxide detection?

I don't believe that you can do that with just the watch. However, you can do it with your iPhone. See this article for information on having the iPhone recognize sounds:
