Press & hold the Digital Crown and side button (keep holding) until the Apple logo () appears.

Your watch is apparently trying to load, but is stuck. Try a Forced Restart:

Press and hold BOTH the digital crown and power button at the SAME TIME. Keep holding for several seconds, until you see the Apple Logo, then let go.

If this does not resolve your issue, it will need to be seen by the Genius Bar at your Apple Store for further assistance.
