I downloaded the update for Ventura, but it won’t install

I've had better luck from the Safe Mode because I evidently have some 3rd party software that interferes with the installation so try the following:
#1 - boot into Safe Mode according to Start up your Mac in safe mode - Apple Support.
NOTE: Safe Mode boot can take up to 3-5 minutes as it's doing the following;
• Verifies your startup disk and attempts to repair directory issues, if needed
• Loads only required kernel extensions (prevents 3rd party kernel/extensions from loading)
• Prevents Startup Items and Login Items from opening automatically
• Disables user-installed fonts
• Deletes font caches, kernel cache, and other system cache files
#2 - go to the System/Software Update preference pane and begin the download.
#3 - run the installer from the Safe Mode.

The wording of " just download the update for Ventura implies there is already a version of Ventura installed which would be version 13.0.
Is that correct or does the user mean just download the Upgrade for Ventura.
The two are very different and require different solutions.
I am running two Apple Computers both were running Venture 13.0.
On the machine I am am using now, I just updated from Ventura 13.0 to 13.0.1 and it took about 45 minutes start to finish.
The Venture update 13.0.1 is about 1.46 GB in size and installed without issues

Current os is macOS Monterey 12.4 on MacBook Pro 13-in, 2019, intel corei5.
I have 35 GB of storage available.
I tried and failed in Safe Mode several times.
Trying to update to macOS Ventura 13.0.1
Attempting to upGrade from Monterey 12.4 to Ventura 13.01 maybe possible but from what you are experiencing -
it is suggested to update the current out dated Monterey 12.4 to the current version 12.6.1
Attempting to upGrade thereafter
