contacts app does not work

iPhone Contacts app stuck on Lists Iphone X IOS 16.1.2 - the contacts app is stuck on the LISTS function. I can add a list or edit a list, but I can't get off the LISTS screen. I've closed the app - no luck. I've powered off and restarted. I saw a related topic where a solution was to hold the power down button simultaneously with the sleep/wake button and wait for the Apple logo ignoring the slide to power off. iOS 15.7.2 duplicated all my contacts I ran the iOS 15.7.2 on my iPhone SE yesterday and now every single contact in my contact card list is in duplicate. How can I fix this without having to individually merge each one?

Try a SafeBoot How to use safe mode on your Mac - Apple Support will sort many anomalies
