Incompatibility is the Culprit:

You Can't. Your device(iPhone 6) cannot upgrade to iOS13 and after. That is because you iPhone does not meet the hardware requirements for the other iOS version(s).

To update your iPhone 6 to 12.5.6, you need a WiFi connection as it shows in your screenshot.

I don’t mean to be blunt, but I think having such an old device iPhone 6 has limit to which OS version it allows for upgrade.

I would consider upgrading the handset, buying a much newer device.
