app-specific password not working with outlook on windows 11

I am trying to use Outlook on Windows 11 with my iCloud email. I created an app-specific password for Outlook but I keep getting an error saying my settings are out of date. I tried revoking the password and creating a new one but got the same error. I would appreciate any help with this.

Mac mini, macOS 10.13
