An aside - running 2 Apple Computer both were updated from Ventura 13.0 to Venture 13.0.1 and mine worked fine before and after the update in Ventura
1 - Sometimes a Safe Boot followed by a Normal Boot will just put things right.
2 - If not - there could be something in the main User Account playing up. To further isolate this - Set up users, guests, and groups on Mac. Then log out of the Main User account and log into the dummy account and test again if the issue persists.
3 - If the issue is present in the dummy account - then, this appears to be a System Wide issue on the computer.
4 - Download the Application Etrecheck directly from the Developer.
The application is free or paid from added features.
It will take a Snap Shot - both the hardware and software.
The Report will Not Reveal Any Personal Information.

1 - Restart in Safe Mode. This will perform a Disk Repair, clear cache files and only load Apple Software, extensions and fonts. The boot up will be slow and can take some time - Normal.
2 - Safe Mode will also eliminate Third Party Software, extensions and drives from loading
3 - Does the issue present in this mode ?
4 - Sometimes a Safe Boot followed by a Normal Boot will just put things right.
If still having issues after performing the above, please post back for more trouble shooting suggestions.
You can send a bug report from the feedback page. FWIW, all the widgets work for me except for the Forecast widget.

Feedback - macOS - Apple
And now the Forecast widget is working again on my iMac Pro. No idea what is causing this behavior.
Thank you for the tip. I did reboot in safe mode… unfortunately, that didn’t work. So, I did a reinstall of Ventura… that didn’t work either. Hopefully 13.0.2 will fix this. It’s just annoying coz the widgets work fine on my 2015 MacBook Pro running Monterey.

Not sure of a 13.0.2 Ventura but do know there is a Beta 13.1 in testing and only available to Developers or Enrolled Beta Tester
p.s. They all work on my M1 MacBook Air.
Location was instant but. . . though took about 5 seconds to actual display the details.
And? That's the Weather app not the widget.
just FYI, I'm using 13.0.1, and my weather widgets still work. and they are also still updating themselves as temps and conditions change.
and they can still be added and / or removed.
Good. I was worried yours may not be working. 😎
I suspect it was a temporary server issue as far as the Forecast widget. Not sure why none are working for the OP.

that's what I'm thinking too.
Good point my bad 😔
Though - " Widgets " work even faster than " Weather " on the two machine I have
