What is the current iOS on your iPhone? If it is 15.x, then is it possible that you have an iOS beta profile on the iPhone? Check in Settings>General>and then in the area of VPN & Device Management, see if you have a Profile listed.

Thanks Chris. It was 15.7.1 a s yes it was beta which I’ve never had problems with before. Got with Apple Support and wound up wiping the phone before the recovery mode option would work. All good now and at 16.1.1 but now the same problem with wife’s iPhone 13

Are you saying that your wife's phone is not showing the iOS 16 update? I'm guessing then that you looked and she does not have a beta profile? Please explain.
