A. Start here: If you're Missing Photos or Videos in the Photos app - Apple Support

B. Check iCloud, Directly:

For Photos: Go here, and see if they reside in iCloud: https://www.icloud.com/photos

C. Where Else to Check:

6. Android Phone
7. USB Flash Drive
8. External Hard drive
9. Secure Digital Card
10. Compact Flash Card

If you go to Settings > [your name] > iCloud > Photos, is Sync this iPhone switch turned on?

If so, and the videos are not in your Recently Deleted album, then they are gone.

If that switch is off, then your videos should be part of your iPhone backup.

If you have a backup that contains the videos, then you'd have to restore your phone from that backup.

Keep in mind that a backup replaces the previous backup. So if you deleted your videos a week ago and you've backed your phone up 3 times since deleting them, then they are gone.

Also keep in mind that if you restore your phone from your backup, you may lose other data between now and when the backup was taken.

Unfortunately, "permanently deleted" means just that.......the videos are gone.
