Region cannot change
I cannot change the region because of the balance amount. Any possible way to cut the balance amount and give me the option to change the region? I have no objection to cancel the remaining balance

Buy something more expensive than your balance and use a different payment method for the excess amount; if you can't, use this link to ask the iTunes Store staff to zero it.
