If app stare says your account has been disabled in AppStore and iTunes

I’m trying to download WhatsApp in App Store, but it says that the Account has been disabled In both App Store, and iTunes. What should I do to solve this problem?

According to Apple:

If you see a message that says "Your account has been disabled in the App Store and iTunes," ➢ contact Apple Support for help.
