Not able to enable System Integrity Protection.

Apple pay is disabled. Software update all checkmarks are enabled and all the latest updated and OS is installed. The system report is showing System Integrity Protection is disabled. Tried to enable it using "csrutil enable" command in recovery mode, but I'm getting an error: Assertion error. The device is MacBook Pro 15 late 2018 running on Mac OS Ventura.

?

Have you been in there messing with things..(?) seems most unusual.

From your regular boot user/admin login account open the Termianl.app and copy and paste:

sudo csrutil clear && csrutil status

what does the output say now for status?

I will add—

Uninstall all third party apps that are Cleaners/Optimizers/VPN/Anti-Virus if no resolve

all known to cause issues on the macOS

No, I was not messing around it. I was not even aware of such thing. Came to this point through searching.
I did run this command and got this output.

There was a HolaVPN plugin for chrome and I deleted it as well, but don't htink that it was the problem. I do not have any other Cleaners/Optimizers/VPN/Anti-Virus.

This would be concerning to me...your current status:

Without knowing the backstory or provenance... short of reinstalling the macOS I would reach out to Apple Support in an effort to resolve your issue ( see links below.)

SIP is an integral part of Apple's macOS built in Security to combat malware, not advised to dismiss these defaults.

Gatekeeper mechanism, central to security services, which tries to ensure that any code loaded is ‘safe’. Code signatures are only part of this.

XProtect checks the security and integrity of files, including in broader ways too, vulnerable document types, such as JPEG images, are also screened to ensure that they’re not malicious.

MRT  (Malware Removal Tool) an app which often complements XProtect’s signature-based screening, and can automatically remove all traces of many different species of malware.

SIP  (System Integrity Protection)  which ensures that nothing can tamper with key system files, or even Apple’s bundled apps.
