Each country accesses a different version of iTunes or App Store, they have different apps, music, movies, and other media available.
Even if two stores have exactly the same content, you can only access your purchased media from the store you bought it from.
Sometimes an app is removed from the App Store because the developer has stopped updating, or for other reasons.
