Whenever I try to redownload something it sends me to a screen saying payment method/verification required

It sounds like you have not used a payment method in the past, you don't have a payment method entered into iTunes & App Stores, or there was a payment problem when you tried to make an older purchase. See this for checking your payment method, Add a payment method to your Apple ID - Apple Support and if necessary, use this to check on problems with your payment method.
