Buy something more expensive than your balance and use a different payment method for the excess amount; if you can't, use this link to ask the iTunes Store staff to zero it.

If you want to change your country, go into settings. Tap Media & Purchases. Then, proceed to tap View Account. Tap Country/Region, then tap your new country. Review the Terms and Conditions then agree to them, then click agree again. Finally, enter your new address as well as updated payment information.
