I've tried multiple times to restore and I get a spinning wheel
Check first the connection:
You need to have a good Wi-Fi.
If they are On, turn Off Hotspot & VPN.
Charge the battery > 70%.
If you can't connect to the App Store, iTunes Store, or other Apple services
If you can't connect to the App Store, iTunes Store, or other Apple services - Apple Support
-> If you tried all of the above steps and you still can’t connect, contact Apple Support.

please refund my charge
If you have received an invoice from Apple, on every invoice from the Apple Store and/or iTunes Store always states what you have purchased (and/or concerns a subscription) and the amount.
Tap on Report a problem on the invoice.
Or try to -> Request a refund for apps or content that you bought from Apple.

If you have requested a refund, you must wait until Apple has approved. Then you will receive a message from Apple.

I've tried multiple times to restore and I get a spinning wheel on the iPad for up to 15 minutes waiting. I've since cancelled the purchase now, but the system says it's valid until 2023....please refund my charge so I can repurchase or chose a different app taht actually works....please and thanks
