Icloud account support

It's not allowing me to change my icloud account region. My billing information have changed and i moved to another country and i have no access to any billing details in the same region i was in before (my app store still has purchases on it thats why its not allowing me to change my region until i fi ish with the purchases)


what can i do to change my region and add new billing details from another region so i can update my apps
