It might not run on Ventura. Or if it does, you might need a newer download.

The Costco product page says: "Operating Systems: Windows 10 or 11; macOS Big Sur 11, Monterey 12"

However the official site says:

To be absolutely certain you are not picking up the copy from the downloads folder, Open the Applications folder find Turbo Tax in the applications folder, and open it from there.

If no joy, contact the vendor. Most of what you pay for is their support.

Bob, I have another thought. (First I have to say that I've gone 3 rounds with their support team on Twitter and they are clearly not interested in helping. They refuse to mention Ventura one way or the other.)

There are actually 2 separate Applications folders on MacOS. (In some installers they ask install for all users or for this user only.)

(1) The commonly used one that you see directly in your Hard Drive. (For all users.) It's the one I expect you installed into, which wouldn't be wrong to do.

(2) Hard Drive name -> Users folder -> Your Username folder -> Applications (This user only.)

I wonder if the one you did not try might work. Worth a try?

Also, can you please update us if you've had success or if this works?

Adding to what I have learned. I've been begging Intuit to update their support pages and mention Ventura. Happily, I received this response today:

"Although it's not specifically stated in our minimum system requirements for Mac operating systems, Ventura is a supported OS. We only specify the minimum requirements."

So I'm afraid I don't know how to solve Bob's issue but at least we know it should run.

Keep in mind, Amazon sold by Amazon is different from Amazon sold by third party. Some third parties can run afoul with Amazon if they do sell pirated copies. Let Amazon customer service know if you feel you have been duped.

I can now report that TurboTax (at least Home & Office) tax year 2022 does install and update fine on Ventura 13.1. Immediately upon launch it stated the need for an update and did the update perfectly fine. It then relaunched as usual and presented the registration screen.

I installed TT 2022 on Monterey, but it is now running on Ventura, it even successfully completed a software update. I have a 2017 iMac 27 running 13.0.1

Turbo Tax does not sell legitimate software on Amazon. What you downloaded was a pirated copy and will not update.

skipbo, that is TOTALLY false. In fact, Intuit includes Amazon in its emails to customers as an authorized seller

Skipbo that is totally incorrect! I have been downloading TT for Amazon for years including this year with no problem.
