This has never happened before today but for some reason when I'm typing my notes in the text box on preview, the typing flips upside down and backwards. It corrects when I click out of the box and go to move it, but the second I type again, it reflips. Does anyone know how to fix this?

This was a bug that affected pages that had been rotated. Quitting or force-quitting Preview would not have fixed it.
The bug was fixed in 13.2, so that it is all it takes: update your OS.
Actually For me its just happening in specific documents.
The left alignment and Right alignment buttons are reversed also
I'm unable to replicate it either in the Text box or in the Note box. 'Tis a puzzlement.

Same problem, extremely frustrating, I have to sign and edit PDFs daily. This is a huge pain please fix, APPPLE! It obviously happened just after the last update.

I working with pdf’s all day via “voorvertoning” the Apple app and it happens to me all the time as well. It’s very frustrating so please Apple come with a bug fix asap.
Has there been any solution to this problem? I don't see it anywhere in the thread.
This is also occurring on iPadOS 16.2 on a M2 iPad Pro
Recently updated to OSX and noticed the problem. I use the markup in Preview monthly and the problem was not there last month.

That would work, but it would also trash the PDF by rasterizing.
Correct, but you can specify saving the JPEG as 300dpi and for most people just doing markups in Preview, that's good enough.
