Verification code is being sent to old iPhone
It is not allowing or accepting my password changes. It keeps sending codes to my old phone number for validation.

It keeps sending codes to my old phone number for validation.
You need to edit your 'new' trusted phone number.
Sign in to your Apple ID account page and edit / update your Apple ID details.
-> edit your 'new' trusted phone number.
